As a city planner working on defeating the Wal-Mart in Oregon City (finally upheld by the Court of Appeals last year after 5 years), I can tell you that the only way to defeat Wal-mart in a land use action that is permitted by the zone is to pay for a private traffic and land use consultant to provide contradictory evidence that the applicant has failed to provide enough information for the city to make a determination of the project's effect on the system (traffic, water sewers etc..) and it is incomplete enough that the city cannot recommend reasonable conditions (OC approach), or that the applicant has not met the site plan and design review criteria (which is where ceder hills went). Wal-mart is getting better and better at addressing a city's code requirements and they are finding spots that don't require any Varinces or Zone Changes and have infrastructre that can handle thier traffic impact such as 82nd Avenue.
Having a rally is fine, but what is really needed is for people to pony up money for consultants to rebut the land use application.

Greetings, Save Madison South and Save Roseway supporters-
WE NEED YOU NOW. THIS IS THE TIME TO STAND UP FOR YOUR
NEIGHBORHOOD AND MAKE A STATEMENT ABOUT HOW PORTLANDERS FEEL ABOUT THE IMPORTANCE OF OUR LIVABILITY.
The permit for the proposed development on NE 82nd and Siskiyou
went into the city today and is considered complete, and the next
steps mean preparing for the hearing process which should be taking place
within 80 days.
This is where YOU come in. We are organizing a neighborhood
livability/permit protest rally for this coming Saturday, February 17 at
Glenhaven Park (next to Madison High School at NE 82nd &
Siskiyou) from 10am-12pm rain or shine. Neighborhood leaders will be
addressing the group around 11am which will undoubtedly mean lots of media
there as well.
We need you to be there!!! Having a large group of concerned
neighbors and individuals will demonstrate to the media and elected
officials that this is not simply a "Not in My Backyard" issue. We are not
opposed to development nor are we opposed to business. This
particular project is the wrong fit for this part of Portland on many
different levels.
So bring your family and neighbors and head over to Glenhaven
Park on Saturday. If you have been wanting to do something to help,
this is the biggest thing you can do right now to send the strongest
message to the city that we are take our livability seriously and are
organized enough to show it!
Your part in this will involve walking on the public sidewalk on
both sides of 82nd between Siskiyou and Russell streets, holding your
"Think Outside The Big Box" yard sign or a banner we will provide.
(Yard signs will be available there for sale.) Please be sure to obey all
traffic signals, do not obstruct any driveways or impede pedestrian
traffic. Also, if at all possible, please walk to the rally rather than
driving your car.
A press release has gone out to the media including information
about this rally and also about the proposed big box development. All
media inquiries should be directed to the official spokespeople of the
Save Madison South Committee - Co-Chairs Dawn Tryon and Frank Walsh,
who can be reached at 503-539-3954.
