Beaumont-Wilshire Neighborhood Association board meeting
13 May 2002

In attendance: Debra Kennedy, Margaret Davis, Helen Koba, Heidi Blischke, Jose Escobar, Jim Karlock, Bill Markwart, David Whitaker, Janet Baker, Mario Caoile

Absences: Willie Nolan (excused), Melissa Ritter (excused), Jeanne Federovitch (excused), Dale Griggs (excused), Ted Perkins, Dale Griggs (excused)

Debra Kennedy called the meeting to order at 7:36 p.m. 

Treasurer’s Report: As of 5/13/02

Balance: $3,639.09

Debra Kennedy gave the CNN report. Bob Ueland received a lifetime achievement award for his volunteer work. 
If certain budget cuts happen, crime prevention programs at the police bureau would be sent back to the neighborhood coalitions. There’s talk about how the transfer would take effect, how it would be funded, and how the services would be made accessible to individual neighborhood associations. A crime report was distributed. 
Hearings on the city budget are coming up. Jim Karlock said he would go on May 20 if he was free. Patrick Sweeney will go to the one on May 23.
Bricks are available for sale at the new fire station. They commemorate fallen firefighters from Sept. 11.
Banners have been designed for 42nd Avenue, and a business association is in the works. Current zoning is maintained now, but input is needed from nearby neighborhoods. Next meeting is May 29. Next project is one involving kids and photography. 

Back-to-School Fiesta: Debra said we should help raise money for school supplies. Janet Baker asked for literature so that she can solicit her employer for a donation.
 
Committee reports: Debra asked each committee to come up with a statement about what their committee’s mission is and the goals in mind. This is so work is focused, more easily achievable, and more visible.
She also requested that two people attend CNN’s general meetings and its land use meetings.

Picnic: Jose Escobar will meet with Baer Charlton. Roger Meyer brought the how-to manual.

Bylaws: Debra will e-mail those signed up to review the bylaws for proposed changes.

Fremont Fest: Margaret Davis will organize the schedule for Saturday, August 3. Heidi Blischke will help along with others signed up.

Land Use: Willie Nolan and Jim were added to the committee.

School Projects: Debra signed up to the committee.

Crime Prevention: Bill Markwart sent out a test message, the one on Melissa Bittler.
He reported on a recent incident at Wilshire Park and the disadvantages of a closed police precinct. For the record, it’s 823-3333 for nonemergencies; dial 911 for crimes in progress.
Debra asked if our neighborhood liaison or the CNN crime prevention person would come to our meetings. Jim asked that the officer be moved to the top of the agenda if and when the officer attends meetings.
 
Web site: Patrick said he had trouble downloading the Fremont study, as did Jim. Helen Koba said she would look into it. Mario asked about putting in a directory to local businesses. He also suggested a showing of resident artists’ work.

New Neighbor Packets: Liz Johnston and Jennifer Schramm put together 41 packets last week and are soliciting advertising. Roger cautioned that we already hit up a lot of the local businesses for prizes for the picnic.

Survey: Debra asked if anyone had visited the Web site. She suggested we make name and address information optional. She has contacted local businesses as drop-off points in the neighborhood. Surveys will be inserted in the newsletter. We will also have them available at the picnic and Fremont Fest. Jim volunteered to print them up. Results would be available in October for the newsletter and the meeting.

June meeting: Debra suggested ideas for a speaker. Jose mentioned someone who espouses sustainable gardening practices. She asked about a backup person; David Whitaker mentioned someone who lives in our neighborhood, is a master gardener, and helps with the city’s composting program.

Newsletter: Heidi wants to help recruit volunteers to monitor the trees we planted with Friends of Trees in March. There’s a training coming up.

Safety fair: Debra mentioned one coming up May 24 at Jason Lee school, at about 94th and Northeast Fremont. Bike helmets are distributed free of charge to kids.

Action plan: Margaret will e-mail out last year’s plan as an example to follow.

Meetings: Debra wondered if we should change the night of the meeting if some board members are unable to make Monday night meetings.

Minutes from the March board meeting were approved.

Development: There was talk of the project proposed for 46th and Fremont, and Patrick asked for board members’ input on the building sketch. The number one goal for our action plan and the neighborhood association is the design overlay.
