Beaumont Wilshire Neighborhood Association board meeting
11 March 2002

Willie Nolan called the meeting to order at 7:35 p.m.
Jean of Wilshire United Methodist Church and Gloria, a resident of the neighborhood, introduced themselves. Jean requested copies of the neighborhood newsletter for the church. Everybody introduced themselves.
Announcements: Debra Kennedy talked about the citywide neighborhood summit. She said she would go on BWNA’s behalf.

Minutes from the January board meeting were approved.
Land use: Notice of the mausoleum project at Rose City Cemetery was not received. Willie distributed a neighborhood resident’s letter criticizing the project.
Neighborhood Summit: Margaret Davis will go on behalf of the BWNA on Friday, March 15. Jim Karlock may go. Willie will try to go Saturday, March 16.
Tree planting (3/16): Willie will drive the semi to get the trees. Heidi Blischke reported that about 120 trees have been ordered. Tree planters donated $400 to the neighborhood; Heidi asked the board for ideas on how to spend the money.
Politics: Heidi’s hosting a party for Rep. Dingfelder and will notify the board.
Newsletter: Bill Markwart said he’s received many requests for the newsletter, even from outside the neighborhood. He asked if our print run shouldn’t be increased.
Helen Koba said we print around 3,100 copies. She says it would be OK to up the print run and says she gets a lot of calls about advertising.
Culture: Bill talked about a series of concerts happening soon in the neighborhood. One benefits Northwest Medical Teams, and another benefits Albertina Kerr Centers.
Small home tour: Melissa Ritter reported that she received 15-20 nominations. First committee meeting is next Tuesday at Melissa’s house.
Bulky Waste Cleanup: Willie has scheduled one for May 4. Computers, tires, appliances, and hazardous waste will probably be eligible for collection. Janet Baker told about how last time BWNA did a mailing for the cleanup.
Development: Willie said he hasn’t heard back from Sundance Development. There was discussion about buildings for lease on the north side of Fremont at about 43rd Avenue. The condo project at the corner of Alameda and Fremont is supposedly still in the works. Bill mentioned a large project going up in Hollywood.
Survey: Debra mentioned distributing a survey to the neighborhood. She said it would be a good idea for an incoming board to get the feedback.
Elections: Several board member positions will be filled at the April meeting.
Church appeal: Jean asked for people to come help out at their parsonage. Debra mentioned the group Hands On Portland. Jean invited all of us to come to any services or other activities at the church.
April meeting: David Lane from the Office of Neighborhood Involvement is a possible featured speaker.

Minutes from the February general meeting were distributed and approved.
City elections: John Toran, a Democratic candidate for the state House of Representatives introduced himself. He is a small business owner, grew up around Northeast 30th and Shaver, worked on elections process in Haiti, and came back wanting to get more involved in democracy.
Guest speaker: David Lane from the city’s Office of Neighborhood Involvement talked about Portland’s strong tradition of neighborhood involvement and how it has one of the oldest neighborhood systems in the country. He explained the role of neighborhood coalitions such as Central Northeast Neighbors, which doles out money to BWNA and has administrative staff to support our efforts.
ONI provides many services, listed in a brochure that Lane handed out. They include help with crime issues, mediation, civic involvement, referrals to other city services, the Metropolitan Human Rights Center, and more. ONI has helped neighborhoods make liquor license appeals within the 30-day limit.
ONI’s annual budget is $5 million. Lane thanked us for our neighborhood efforts. He talked about the upcoming budget cuts. To save money, ONI is proposing to revert the Crime Prevention Center and mediation services back to neighborhood coalitions.
Bulky Waste Cleanup: Willie said the cleanup is postponed until fall because it could not be organized or promoted in time for the May date.
Elections: All the current officers and board members introduced themselves.
Willie explained the roles of the various board members and the meeting schedule. He also mentioned the committees, including land use and picnic.
Willie will fill the position of Immediate Past President on the board, committing to two more years.
President: Debra Kennedy was nominated and unanimously elected.
Treasurer: Roger Meyer was nominated. He was unanimously elected. Baer Charlton offered to help with the picnic.
Board Member at Large positions: Ted Perkins and David Whitaker self-nominated. Urban planner/certified landscape architect Patrick Sweeney was nominated. Jose Escobar self-nominated to re-up his term.
The slate was elected to positions as board members at large.
42nd Avenue Revitalization: Diane Charlton talked about a group that is meeting to turn around the thoroughfare. She talked about the area’s importance and coming development, including a 180-unit project going in at about 48th Avenue and Killingsworth. Next meeting is Tuesday, April 30.
CNN: Meetings are Wednesdays at 6 p.m. It is important to have two BWNA reps there.
